Kearns Records Access at a Glance

Access is not the same as unrestricted disclosure. Sealed and expunged cases, juvenile and adoption matters, protected family filings, recent vital certificates, medical information, library-patron activity, and sensitive voter fields can be closed or redacted. Motor-vehicle personal data also falls under the federal Driver's Privacy Protection Act. A custodian should release the public part of a mixed file while withholding the protected part.
Who Keeps Kearns Public Records
Incorporation created a new city custodian without moving every older file into city hall. Search the Kearns Document Library for agendas, packets, minutes, audits, plans, permits, campaign disclosures, and reports. Its filters include a free-text search, department choices, and file categories. For correspondence, contracts, or other city-created files not posted there, request the named series from the city records officer.
Pre-incorporation planning and development material may remain with the Greater Salt Lake Municipal Services District. Long-running property, marriage, election, police, and court trails belong to separate county or state custodians. Searchers should also try Kearns CDP, Kearns Metro Township, unincorporated Salt Lake County, and ZIP 84118 in older catalogs. One resident can appear under all those labels without having moved.
Free Kearns Parcel Records
The Salt Lake County Assessor Parcel Search is the easiest free property doorway. It accepts an owner name, address parts, or parcel number. A personal-name search needs at least three letters and uses the order Last, First. Address fields separate frontage number, direction, street name or number, and street type. A parcel query accepts the first ten digits, plus an optional four-digit encumbrance segment; the first seven digits can retrieve a block.

The GIS route adds parcel boundaries, aerial context, and taxing districts. Return to official parcel detail for owner names, legal descriptions, and assessment facts. The situs address is the physical site; the mailing address is the contact destination. Neither one alone proves who occupies the property.
Do not mistake a parcel card for a deed. The Assessor reflects ownership for assessment. Use the parcel number and legal description in Recorder Data Services to confirm the recorded conveyance.
Kearns Deeds Behind a Paid Door
The Salt Lake County Recorder records real-estate transfers, liens, mining instruments, powers of attorney, project commencements, and subdivision plats. Its Data Services login offers $5 access for 24 hours or an account login. The public page does not state the earliest online year or expose the post-login name and document filters. Avoid claiming full historical image coverage.
An index entry may show grantor and grantee, entry number, recording date and time, book and page, instrument type, and property description. An index points to the record; it is not the recorded image. For a known document, quote its entry number at the Recorder counter. Office staff can also help identify older or non-digitized tract material. The current Property Watch service sends free notices of certain recorded activity, which can help an owner spot possible record fraud.

Search Kearns Court Records
Kearns is in Utah's Third Judicial District. District courts handle felonies, class A misdemeanors, general civil matters, family cases, and probate. Utah Xchange combines public district and justice case information, but justice-court conversion dates differ and older converted entries may contain little detail.

Remote guest access begins with $10 credit; searches cost $0.35 and available electronic documents cost $1. Free Xchange access is available at most district courthouses and the Utah State Law Library. For the actual file, record the court and case number, then inspect the clerk's file or order a plain or certified copy. Older transferred cases may instead be at Utah Archives.
Kearns Vital Records Access
Utah Code §26B-8-125 keeps birth certificates private for 100 years and death certificates private for 50 years. Recent certified copies go only to the subject, listed close relatives, a legal representative, or someone who proves a legal need. Salt Lake County Health issues Utah birth and death certificates and marriage or divorce abstracts online or through its clinics. The underlying marriage license comes from the County Clerk, while a divorce decree comes from Third District Court.

Effective July 1, 2026, the state schedule lists $25 for a first birth certificate or marriage/divorce abstract and $35 for a first death certificate, with $10 same-record added copies. Shipping, online, and expedited charges can be separate. Historical access follows a different route: Utah Archives handles births after the 100-year threshold and deaths after 50 years, while Salt Lake County Archives has public Salt Lake birth material from 1890 to 1915 and marriage material before 1940.
What Utah Does Not Disclose
GRAMA divides agency material into public, private, controlled, and protected records. Exact voter birth dates, driver-license or state-ID numbers, Social Security data, phone numbers, email addresses, and at-risk voter registrations are prominent protected examples. Court rules separately close sealed, expunged, juvenile, adoption, civil-commitment, and specified sensitive family filings. A general records request cannot override those rules.
Not online does not mean not public. A paper file may remain open at a counter, and an online case history may be public even when some filings are private. Ask for the public portion and permit redaction. Conversely, a visible administrative index does not grant permission to harass, threaten, or repeatedly monitor a person.

Use the office that owns the series. The Recorder and Assessor share the county government complex but maintain different files. Courts control judicial records through their clerks. Kearns accepts city-file requests, while older metro-township planning records may require the MSD. Calling first is wise when a record may have transferred.

The Recorder is the right first call for a deed image or entry number. The Assessor answers parcel-index questions, and County Health handles certificate eligibility. For a city agenda, permit, or contract, identify the Kearns department and date range before contacting the city. Those details reduce both retrieval time and possible GRAMA research charges.
Web, Counter, and Archive Access
Online portals favor current and frequently used records. The Assessor is free, Recorder document detail is paid, and Xchange charges remote users. Counter access can be better when the portal is gated or when an older index is not online. Archives become essential after records transfer from an active office.
For Kearns land, begin with the free parcel record and move to the paid deed index or Recorder counter. For courts, use Xchange remotely or a free public terminal, then ask the named clerk for the file. For historic probate, births, deaths, naturalization, and county property series, search the Utah Archives name indexes and Salt Lake County Archives catalog by creating agency and record series.

Kearns Record Fees Explained
Portal, copy, certification, and recording fees pay for different acts. The Recorder's $40 flat charge for most instruments under HB 247 is a filing charge, not the price of searching an existing deed. Data Services separately lists $5 for 24-hour access. Xchange charges by search and document for guest users. Vital certificate prices follow the current state fee schedule.
GRAMA allows reasonable actual duplication costs and, in permitted cases, staff search, retrieval, or compilation time. The hourly rate cannot exceed the lowest-paid employee qualified to do the work, and the first 15 minutes are generally free. Electronic delivery should not incur paper-copy charges. Ask for an estimate, set a cost cap, narrow dates and series, or request inspection before selecting copies.
File a Kearns GRAMA Request
Any person may request a public agency record from the entity that prepares, owns, receives, or retains it. Utah Code §63G-2-204 normally requires a response as soon as reasonably possible and no later than ten business days. A request that benefits the public receives a five-business-day deadline. Extraordinary circumstances can extend the response, but the agency should give an estimated date.
- Identify the actual custodian and check its portal or document library first.
- Describe the record type, names, dates, address, case or parcel number, and desired electronic format.
- Submit through the local records officer or the Utah Open Records Portal for participating state agencies.
- Choose inspection or copies, state a cost ceiling, and explain any statutory fee-waiver or public-benefit basis.
- If denied, require the record description, legal authority, and appeal instructions. Appeal to the chief administrative officer, ordinarily within 30 days.

The Government Records Ombudsman can mediate disputes. Further review may proceed through the State Records Committee, Government Records Office, or district court, depending on the agency and appeal path. Judicial, vital, election, and federal records keep their own governing access rules.
